## Our review

### Short version

NeoBudget is a web-based envelope budgeting service with iPhone and Android apps. You give income a job by allocating it into colored envelope cards, then spend against those envelopes. It has a permanent free tier, two paid tiers, and bank sync only at the top tier. **This review is based on the vendor's site, its privacy and terms pages, app-store listings and one older third-party review. It is not months of hands-on use.** I did not sign up, start a trial or connect a bank.

### How it works

Envelope budgeting means each category (groceries, rent, gifts) holds a set amount of money, and when it runs out you stop spending there. NeoBudget shows these as visual cards. You allocate income to envelopes, tag each transaction to one (drag and drop is supported, and so are split transactions), and an overspent envelope shows up negative in red on the home screen. One vendor testimonial praises exactly that red-negative signal, but vendor-hosted testimonials are marketing, so treat it accordingly.

### What it costs (neobudget.com/pricing)

- **Free:** $0, 1 user, 1 account, 10 envelopes, file import.

- **Essential:** $5.95/mo or $59.95/yr. Up to 2 users, unlimited accounts and envelopes, memorized transactions, file import.

- **Complete:** $9.95/mo or $99.95/yr. Up to 5 users, plus automatic bank sync and receipt scan.

An older third-party review quotes a single paid plan at $4.95/mo or $49.95/yr, so prices have moved since; the vendor's current page is what I used. The terms say fees are non-refundable and may change, and subscriptions renew automatically unless you turn that off.

### Bank sync, import and privacy

Manual entry and file import are available on every plan. The vendor's own comparison page says imports accept QIF, OFX and QFX files (that page is marketing, so I did not treat it as independent). Automatic sync sits on the Complete plan and, per the privacy page, runs through Plaid. Receipt scanning and AI-powered help may be processed by OpenAI, and the page says you can use the app without either. The policy says personal information is not sold or traded, but non-personally-identifiable visitor information may be shared for marketing. Data is stored in the United States. The older third-party review said there was no bank sync at all, so this is a newer feature; I could not test how well it works.

### Mobile

The current iPhone/iPad app requires iOS 15.1 or later. The App Store history shows a rebuilt app in May 2024, with import, budget editing, tags and envelope notes added through early 2026. The Android app is on Google Play (100+ downloads when I looked). Both apps connect to the web account rather than replacing it.

### Who it suits

- Couples or small households who want a shared envelope budget without much ceremony, and who are happy importing files or paying for the top tier.

- People who want a free tier they can actually try, as long as 10 envelopes and one account is enough.

### Who may struggle

- Anyone who wants automatic bank sync but does not want to pay about $100 a year.

- People who want deep reporting, goals or debt payoff tools. I could not confirm these exist.

- People who want a large community or lots of third-party tutorials; very little independent coverage turned up.

### Weak spots and what I could not confirm

- Independent feedback is thin: 12 App Store ratings (4.9 average) and 6 on Google Play (5.0). Those are small samples. The App Store reviews include praise for simplicity and for reaching a real developer, and also mention crashes, login problems and a weak Excel export, though some are old.

- The About page is a placeholder that says it has not been developed yet, and the site names no team or company history. The developer is listed as Tebros Systems, LLC in the stores, and the site footer says NeoBudget, LLC.

- Not confirmed: recurring transactions, report depth, goal or debt tracking, investment tracking, multi-currency, founding year, and current export formats.

- A different, unrelated app called "Neo Budget" exists on the App Store. Make sure you get the one from Tebros Systems.

### Bottom line

A simple, visual envelope budget with a genuine free tier and fair paid prices, but the most useful automation is locked to the priciest plan and there is little outside feedback to lean on. Try the free tier first.
